(Perspective from a Chemical LSP, addressed to clients involved in the business/transport of chemicals & DG)
- From 01/01/2026, IATA DGR 67 and IMDG Code Amendment 42-24 have come into force. Lithium-ion batteries packaged with the device (UN 3481 / PI 966) must have a state of charge (SoC) of ≤30% when delivered to the carrier. Vehicles powered by lithium-ion batteries must declare UN 3556 (UN 3171 is no longer used).
- Maersk has just updated its container reservation regulations (19/10/2026): it is mandatory to choose the correct commodity code according to the condition (new/used/damaged) and do not accept vehicles with damaged or removable batteries.
- In Vietnam, Decree 161/2024/ND-CP classifies lithium-ion batteries as dangerous goods of class 9 (UN 3480/3481). Transport hirers must ensure that the packaging, labels and logos are dangerous in accordance with regulations; make documents; organize training and issue certificates to drivers/escorts.
- From 01/07/2026, passengers are only allowed to bring a maximum of 2 power banks, and they are required to be stored in carry-on baggage and not charged on board.
- Chemicals requiring special control: Circular 154/2026/TT-BCA (effective 04/09/2026) requires electronic traceability via VNeID. Enterprises must report incidents, losses or safety risks within 24 hours. There is no transition period.
Recommendations:
- Fully prepare MSDS, UN 38.3 Test Summary (preferably in QR format), declare the correct UN code and SoC to avoid penalties, rejections or delays. Contact ANC team for assistance with sorting, packaging and procedures.
